Iran Artificial Intelligence Index Report 2024

From university to industry, we apply artificial intelligence with a comprehensive and responsible approach to shape a better future for humanity, industry, and policymaking.

This report has been developed through the collaboration of the Sharif AI Strategy and Transformation Center and the Policy Lab of the School of Management and Economics at Sharif University of Technology, with the support of the Digital Economy Headquarters of the Vice Presidency for Science, Technology, and Knowledge-Based Economy. The purpose of designing these indicators is to enable data-driven comparison of Iran’s status with leading and competing countries in the field of artificial intelligence.

Chapter 1 — Knowledge Development

اولین کارکرد، کارکرد توسـعه دانش اسـت. این کارکرد شـامل توسـعه دانش فنی جدید و کاربردی بین بازیگران مختلف درون سیسـتم نوآوری فناورانه اسـت. به معنای دقیق‌ تر این شـاخص به وسـعت و عمق پایگاه دانش فعلی و چگونگی تغییر آن در طول زمان اشـاره دارد. بـرای بررسی دقیق‌تـر ایـن کارکـرد پـس از بررسی داده‌هـای در دسترس، سـه رکـن اصلـی در نظـر گرفتـه شـده اسـت: انتشـارات علمـی، پتنت‌هـا و همکاری‌هـای بین المللی. هـر کـدام از رکن‌هـا نیز از چنـد شـاخص تشـکیل شـده اسـت کـه به کمک این شـاخص‌ها بـه بررسی وضعیت ایران در مقایسه با کشورهای هدف پرداخته می‌شود.

1 Number of AI Scientific Publications

s. AI-related articles indexed in Scopus are categorized into approximately 300 subject fields. Some of the most frequent technical subject areas include: Computer networks and communications Computer science applications Computer vision and pattern recognition Control engineering and systems Electrical and electronic engineering Information systems Linguistics and language technologies These subject areas were identified using keyword-based searches in the Scopus database, followed by detailed analysis and evaluation.

2 Number of Granted AI Patents

One common status for patents is the patent application. This indicates that the inventor has submitted a request to the relevant legal authority, but it has either not yet been approved or has been rejected. In this report, patents are classified into two categories: Granted patents Other statuses (including applications and intermediate stages of the patenting process) As shown in the chart, the number of granted AI patents is increasing, yet their share remains around 30% of all AI-related patents. This means that approximately one-third of applications and various patent submissions ultimately become granted patents.

3 Total International Collaborations of Regional Countries

Iran, the UAE, Turkey, and the Israeli regime have the highest number of international scientific collaborations with the United States. In contrast, Saudi Arabia has its strongest international collaboration with India. For Iran, the next most frequent collaboration destinations after the U.S. are Canada, Australia, and China. A notable trend in Saudi Arabia’s collaborations is the expansion of partnerships with countries such as India, Pakistan, Egypt, and China, showing a clear regional focus in its international research interactions. The Israeli regime’s largest international collaboration also remains with the United States.
